City of Napa (CA)
Watch our in-depth case study featuring the City of Napa’s Parks and Recreation Services Department. Discover how the department’s journey to develop a Financial Sustainability Strategy helped them embrace fiscal stewardship, optimize resources, and take meaningful steps toward a sustainable future — ensuring parks and recreation remain a vital part of their community for generations to come.

When the world ground to a halt in 2020, the City of Napa faced a massive $20 million budget shortfall. To help shore up costs, the City proposed eliminating its Parks & Recreation Services Department. Napa residents balked, and the Parks & Recreation Services team, with unwavering determination, leapt into action. Instead of accepting the threat of elimination, the team, led by Recreation Services Manager, Katrina Gregory, proactively leveraged the opportunity to create and execute a Financial Sustainability Plan.
The team's efforts ensured that the City of Napa's parks and recreational facilities remained open and accessible to the community. This is a testament to the team's resilience and their commitment to serving the public. The team demonstrated tremendous courage to fully understand the department’s financial reality, for better or worse. They made the most of the moment to rebuild more efficient, financially sustainable, and equitable services for the City of Napa.
